Who may qualify
You may qualify if you were charged a surcharge or access fee — and were not fully reimbursed by your bank — to withdraw cash from your deposit account with an ATM or PIN-debit card at an independent ATM (the kind in a convenience store, bar or gas station, not one run by a bank) in the U.S. or its territories between October 24, 2007 and August 14, 2026. Credit-card transactions, cash advances and prepaid-card transactions do not count. There are additional statewide classes for California, Illinois, Massachusetts and Michigan. No notice ID is needed and, in the administrator's words, “you do not need to provide any documentation at this time” — though it may ask for support later.
What the settlement pays
After attorneys' fees, litigation costs, taxes, up to $3 million of notice and administration costs and service awards, the net fund is split among valid claims. Each claim gets a pro rata share based on how many qualifying surcharged transactions are submitted, and the administrator states that nobody can know the payment in advance — so there is no per-person figure to quote. Payments are sent digitally by email by default, so the address you file with matters.
What happened
An antitrust lawsuit alleged that Visa and Mastercard network rules kept the surcharges independent ATM operators charge artificially high. Both companies deny wrongdoing and the court has not decided who is right; they agreed to pay a combined $167,500,000 — Visa $88,775,000 and Mastercard $78,725,000 — to end the case (Burke v. Visa Inc., No. 1:11-cv-01882, D.D.C.). The court granted preliminary approval in August 2026 and the order is posted on the settlement site. A.B. Data is the claims administrator.
